Why the roof is part of almost every house fire
The U.S. Fire Administration's national estimate for 2023 is 344,600 residential building fires, and the roof is involved in far more of them than the ones where flames came through the shingles. Heat goes up: the hottest gas collects at the ceiling and pushes through every gap in it, so the underside of the deck is often hotter than the walls of the room that burned. Then the water arrives, and much of what does not run out the door soaks into the insulation and the sheathing.

The hole in the roof was probably cut on purpose
If there is a neat rectangle missing from the roof, the fire department almost certainly put it there. Crews open a roof above a fire so that superheated smoke has somewhere to go; it lets them get inside and put water on the seat of the fire instead of fighting through the heat. They also open ceilings, soffits and walls afterwards — overhaul — to make sure nothing is still smouldering. A deliberate cut is still a hole: the deck around it has an unsupported edge, the rafters beside it may have been sawn, and rain has been getting in since the trucks left. Tarp it first and keep the receipt. And the cut is not evidence that the roof is otherwise fine — the crew opened it because there was fire under it.

Char or soot? The five-minute test that tells them apart
Soot is a deposit. It sits on the wood the way dust sits on a shelf, it comes off on a white cloth, and the surface underneath is the original color. Char is the wood itself, changed by heat into a black, cracked, crumbling layer. Wood does this at a fairly predictable rate under standard fire-test conditions — the Forest Products Laboratory's Wood Handbook puts the nominal figure near an inch and a half an hour — and the wood beneath the char keeps most of its strength, which is why a structural engineer measures what is left of a rafter rather than condemning it on sight. Do not do this test yourself if the roof has been cut or anything has burned through; let the roofer or the engineer be the one in the attic.
Who inspects what, and in what order
Four people will look at your roof, and they are not interchangeable.
The fire marshal or fire investigator works out where the fire started and why. That investigation follows NFPA 921 and is about cause, not load. Ask for the report — it matters to your claim — but it is not a structural clearance.
The structural engineer is the one person who can say the framing is sound or is not. If any member charred, if trusses were cut, or if the deck sagged under water, ask the insurer for an engineer before a roofer starts pricing. The engineer's written finding is the document the roofer builds to and the adjuster pays against.
The roofer repairs or replaces what the engineer specified and everything the fire department opened. A good one photographs every opening, lists every burned member by location, and says plainly whether the deck can take new fasteners.
The industrial hygienist or smoke-testing specialist deals with what nobody can see: the residue in the wood and insulation and the compounds that re-emit from it when the attic warms. Sampling and clearance follow the ANSI/IICRC S700 fire and smoke restoration standard, and the hygienist's protocol tells the roofer whether the attic must be cleaned and sealed before the new deck goes on. Cleaned, repaired, or replaced: how the decision actually gets made
A roof is cleaned when the framing is sound, the deck is undamaged and dry, and the only problem above the ceiling is residue, which the hygienist's scope handles. A roof is repaired when the openings and the burned members are local: affected rafters are sistered or replaced, cut sheathing is replaced, and the slope is re-covered. A roof is replaced when the deck has delaminated from water, when charring runs across several trusses, or when the engineer cannot certify the remaining members. Wet insulation is almost always removed rather than dried; the EPA's rule of thumb that mold growth over about ten square feet calls for professional remediation is easy to exceed in an attic that took hose water and sat under a tarp.
The insurance sequence, and the documents that make it go smoothly
The Insurance Information Institute's guide to settling claims after a disaster sets out the order: report the loss at once, make temporary repairs and keep the receipts, no permanent repairs before the adjuster has seen the damage, keep hotel and meal receipts for additional living expenses, and get written, line-by-line bids from licensed contractors. For the roof, build the file in this order:
- Photographs of every opening and every visible burned member, taken before anyone touches them.
- The fire department's incident report and, where one exists, the fire marshal's cause-and-origin report.
- The engineer's structural finding, if any member was charred or cut.
- The roofer's inspection and estimate, keyed to the engineer's finding, listing the fire department's openings separately from fire damage.
- The smoke test results and the hygienist's protocol for the attic, so the attic work is in scope rather than argued about later.
- A dated log of every call with the carrier, confirmed by email.
